I've always had this question in the back of my mind so thought to ask it now.

If not Photoshop/Photoshop Elements, what software, program would you suggest for an extreme beginner (in terms of technical ability) to allow them to do basic things like pulling elements in, resizing etc to then print off-site and hand cut themselves? Using premade print sheets isn't an option as the paper sizes here are not the same. I'm at a loss because if I was going to do hybrid, I'd just use PSE but if I suggested that, I know that I'd end up doing a lot of troubleshooting and helping out and it just wouldn't work long term.

For a total beginner, I would say use Words or any similar program (on iPad it is Pages) if you only want to be able to gather papers and elements on a sheet for printing. You just import the elements you want to use and drag the corner of the element to change size. I would say that they are the most beginner friendly programs.

Thanks @Annsofie, for some reason I was making it way more complicated than it actually needed to be.

@littlekiwi may i ask what size paper is available for you? If it’s slightly smaller than a Letter or A4 you can still use the printables in kits by checking “fit to size” in the print window.

That's great! We have many printable packs in the shop that includes A4. If you come up with a pack that just includes the Letter size though you can definitely utilize the "fit to page" option in your print dialogue. For cards you probably wouldn't want to shrink them but you can try to preview how it prints on A4 from a letter size file without cropping. Just hit the "actual size" button on your printer menu. And if your printer has borderless printing option, I'd suggest you to use that for maximum use of your paper because A4 size paper is 0.25 inch narrower than Letter size.
